The project aims to accomplish with the cooperation of some European countries (France, Germany, Belgium and Romania) a European network dedicated to the surfacing of undeclared work.  The objective is to create an international network enabling various countries to share classification and estimation methodologies, intervention and prevention models, solutions and local intervention policies with the purpose of creating a community expertise that would favour a common approach and allow to experiment, on a European level, shared policies aimed at contrasting undeclared labour and underground economies.  

 

One of the fundamental objectives of the European Network is, thus, to give proper visibility to the experiences matured in Italy on the issues related to the surfacing of undeclared work. 

On this prospective, an integral part of the Project is constituted by the creation of a National Network for the surfacing of undeclared work, which represents the main supply channel of experiences, contents and methodologies, coming from Italy and going into the European network.

 

Thanks to the foundation of the National Network it is thus possible to be able to share the  knowledge on local policies together with the solutions and the phenomena associated with undeclared work, essential topics in order to guarantee the Italian contribution to the accomplishment of the European Network.

Through the work of monitoring and support of the local experiences it will be possible to transfer in a European environment, the experiences matured in Italy providing to the partner countries, all of the patrimonial knowledge and experiences available with the purpose to share methodologies and tools.   It will represent, at the same time, the main instrument to publicize in Italy the most successful experiences and modalities of intervention adopted on a European level, favouring a higher convergence to the policies and the defined objectives established on a communitarian level from strategies which have been developed locally.    

 

The Italian counterpart of the European network will be supplied by the contributions and the cognitive resources collected and promoted by the National Network.  Thanks to the contribution of the different Italian partners (ISFOL, ISTAT, INPS, INAIL, TECNOSTRUTTURA, CENSIS, ITALIA LAVORO SPA) that have been directed in the Undeclared Labour Task Force instituted by the Ministero del Lavoro Italiano (Italian Labour Ministry) and from the experiences gained from the objectives of the IES Project - Iniziative per l’Emersione del Sommerso (Initiatives for the Surfacing of Undeclared Labour) – the National Network proposes itself to favour the cooperation among institutional parties and the various subjects committed on a National scale and to promote  local level policies for the Surfacing of Irregular Work by monitoring and promoting the best available practises with the outlook to supply better local planning.
